Restrictions are set to be imposed at a Borders Royal British Legion club after complaints from neighbours of customers urinating in their gardens.
Licensing officers were contacted in October last year by two residents living beside the RBL club in Kelso’s Roxburgh Street.
They complained that since the summer of 2025 customers at the premises were using the rear door to exit and smoke, causing excessive noise which disturbed them and on some occasions were seen urinating in both their gardens.
One neighbour showed officers numerous CCTV recordings from July 2025 demonstrating the level of anti-social behaviour late at night, including persons urinating on the footpath, over the fence into the neighbours’ garden below.
As a result of these recordings, an informal agreement was reached that the club would not use the rear door for customers smoking after 10pm.
But in January there were further complaints that the rear door was still being accessed after the agreed curfew.
As a result a review of the club’s premises licence will be considered when members of SBC’s Licensing Board meet on Friday, February 20.
The review relates to failure to comply with the licensing objective of preventing public nuisance.
The recommendation is that the curfew of 10pm should be formally imposed, but with two exceptions that have been agreed with neighbours.
The report states: “We were informed by the committee of the efforts they had made to monitor and steward the rear door after 10pm but that on a few occasions customers had managed to use it.
“They requested that should a 10pm curfew condition be applied, it be relaxed for the two occasions on which the club strongly rely on as a source of income be excluded from the said condition.
“These events being the Scooter Rally and Civic Week. Both neighbours agree to this relaxation.”
The premises is a registered members club with members being permitted to sign in a maximum of four guests.
