Generated plans for the Mountain Bike Innovation Centre

Approval has been granted for a mountain bike hub that is set to generate £100m for the Borders economy and create 400 jobs over the next decade.
Planning approval has been granted by Scottish Borders Council for the Mountain Bike Innovation Centre at Innerleithen’s former Caerlee Mill, which closed in 2013.
The innovation centre is to be delivered by South of Scotland Enterprise (SOSE).
The original plan had been to convert the former mill but due to structural issues within the building it was deemed that could no longer be achieved.
Approval was granted back in April for demolition work at the facility.
In his report approving the application, Carlos Clarke, SBC lead planning officer, states: “This application seeks consent for a Mountain Bike Innovation Centre, principally comprising the erection of a ‘hub’ building in place of the existing Caerlee Mill and the conversion of a former engine shed and boiler house to stores for bike equipment/storage.
“It is understood that the development would provide accommodation for collaborative workspaces, research and development, testing and teaching; and deliver offices, events space and public spaces, ultimately to facilitate Scotland’s bike industry hub.
“The focus will be on mountain biking, but it would also offer services to the wider cycling and outdoor industry.”
One representation had been submitted in response to the application, in which concerns were raised regarding the location of the bike wash and storage containers as regards noise, visual and environmental impacts.
The report states: “I recognise the neighbour’s concerns regarding the siting of the containers and bike wash.
“The containers are required for storage purposes, and the applicant is aware that, if consented, they would be temporary only.
“As for the bike wash, the visual impact of this would also be minor, being sited beyond fencing and with scope to plant to the rear.”
